Heat Treatment & ISPM 15: Everything You Need to Know for Export

Every wood pallet crossing an international border must comply with ISPM 15. Misunderstanding the rules can cause customs delays, rejected shipments, and expensive penalties.

What Is ISPM 15?

International Standards for Phytosanitary Measures No. 15 (ISPM 15) is an international agreement developed by the International Plant Protection Convention (IPPC). It regulates wood packaging materials used in international trade. The goal is simple: prevent the spread of invasive insects and plant diseases through wood packaging. Any wood pallet, crate, or dunnage used in international shipping must comply.

The Heat Treatment Process

The most common compliance method is heat treatment (HT). The pallet must reach a core temperature of 56 degrees Celsius (132.8 degrees Fahrenheit) for a minimum of 30 continuous minutes. This kills any larvae, insects, or pathogens in the wood. Once treated, the pallet is stamped with an official ISPM 15 mark that includes the country code, producer number, treatment method (HT), and the IPPC logo. Without this stamp, your shipment can be turned away at the border.

HT vs. Kiln-Dried: They Are Not the Same

A common point of confusion is the difference between heat-treated and kiln-dried. Kiln drying reduces moisture content in wood for construction or furniture purposes. Heat treatment specifically targets pest elimination at prescribed temperatures and durations. A pallet can be kiln-dried without being ISPM 15 compliant, and vice versa. For export purposes, only the HT stamp matters. Do not accept kiln-dried as a substitute for heat-treated when shipping internationally.

Which Countries Require ISPM 15?

As of 2024, over 180 countries enforce ISPM 15 regulations. This includes all major trading partners: Canada, Mexico, the EU, China, Japan, Australia, and the UK. There are very few exceptions. If you are shipping internationally on wood pallets, you should assume ISPM 15 compliance is required unless you have confirmed otherwise with your freight forwarder or customs broker.

Common Mistakes That Cause Delays

The most frequent issues we see are: using unmarked pallets for export shipments, using pallets with faded or illegible stamps that customs cannot read, assuming that kiln-dried certification equals HT compliance, and mixing ISPM 15 compliant pallets with non-compliant ones in the same shipment. Any of these can result in your shipment being held at customs, fumigated at your expense, or returned to origin. The cost of a customs hold typically exceeds the cost of the entire pallet order.
