Understanding Heat Treatment: What ISPM 15 Means and Why It Matters

Every wood pallet shipped internationally must comply with ISPM 15. Here's what the HT stamp certifies, what kiln-dried means, and how to avoid costly customs delays.

What Is ISPM 15?

ISPM 15 — International Standards for Phytosanitary Measures No. 15 — is a set of guidelines developed by the International Plant Protection Convention (IPPC) to prevent the spread of invasive insects and plant diseases through wood packaging materials used in international trade. It applies to all wood packaging — pallets, crates, dunnage, and blocking — thicker than 6mm used in cross-border shipments.

The standard was first adopted in 2002 and has been progressively enforced by over 180 countries. Non-compliant wood packaging can result in shipment delays of days or weeks, forced fumigation or destruction of packaging at the destination port, fines from customs authorities ranging from $500 to $10,000+ depending on jurisdiction, and quarantine of your entire shipment until compliant packaging is arranged.

The Heat Treatment Process

Heat treatment (HT) is the most common ISPM 15 compliance method. The process requires raising the core temperature of the wood to at least 56°C (132.8°F) for a minimum of 30 continuous minutes. This temperature is lethal to the target organisms — particularly the pine wood nematode (Bursaphelenchus xylophilus) and the Asian longhorned beetle (Anoplophora glabripennis), both of which have caused billions of dollars in forest damage worldwide.

At our facility, we use a computer-controlled kiln chamber that monitors temperature via probes inserted into the thickest wood cross-sections. The system logs time-temperature data continuously and generates a compliance certificate for each batch. Our process typically runs at 60–65°C for 45–60 minutes — well above the ISPM 15 minimum — to ensure full compliance even for the densest hardwood components.

HT vs. Kiln-Dried: Understanding the Difference

These terms are often confused, but they refer to different processes with different purposes. Heat treatment (HT) is a phytosanitary measure — its purpose is to kill pests. The wood only needs to reach 56°C core temperature for 30 minutes. After treatment, the wood may still have relatively high moisture content. Kiln-drying (KD) is a moisture reduction process. Wood is heated to 60–80°C for hours or days to reduce moisture content below a target level (typically 12–19%). Kiln-drying incidentally kills pests, but that's not its primary purpose.

A pallet can be heat-treated without being kiln-dried (meeting the pest-kill requirement but retaining moisture), or kiln-dried without being heat-treated (if the kiln operates below 56°C for an extended period). For international shipping, you need the HT stamp regardless of moisture content. For applications requiring low moisture (cold storage, clean environments), you may want both HT and KD treatment.

The ISPM 15 Stamp — What to Look For

Compliant pallets bear a specific mark that includes: the IPPC symbol (a wheat sheaf with arrows), the country code (US for United States), the treatment provider's unique registration number, the treatment code (HT for heat treatment, MB for methyl bromide — now banned in most countries), and the letters DB (debarked), which is a prerequisite for all ISPM 15 treatments.

The stamp must be legible, permanent, and placed in a visible location on at least two opposite sides of the pallet. Faded, illegible, or missing stamps are treated as non-compliance by customs authorities — even if the pallet was legitimately treated. Always verify stamp legibility before loading pallets for international shipment.

Country-Specific Requirements

While ISPM 15 is the international baseline, some countries have additional requirements. Australia requires ISPM 15 treatment plus documentation that the wood is free of bark beetles, with inspections at the port of entry. China requires the ISPM 15 stamp plus a phytosanitary certificate issued by USDA APHIS for certain product categories. The European Union requires ISPM 15 compliance and has additional restrictions on wood species from certain regions.
